For generations of Singaporean sons, the Central Manpower Base (CMPB) has marked the first step into National Service (NS). On 11 September 2025, that familiar space was transformed into something more welcoming and memorable with the official opening of SAFRA@CMPB.

A Historic Milestone
The opening was officiated by Minister of State for Defence & SAFRA President, Mr Desmond Choo, together with SAFRA leaders, MINDEF and CMPB representatives, Cafe4You and partners. A lively ribbon-cutting ceremony, complete with live music, set the stage for this milestone moment.
The launch of SAFRA@CMPB carries a powerful symbolism: bringing SAFRA’s legacy of camaraderie, recreation and family support directly into the very heart of the NS experience. As Mr Choo noted, the new space is more than a café or waiting lounge – it’s a place where “moments of waiting become moments of comfort and connection.”

A Space Designed for Comfort and Connection
Spanning over 5,200 square feet with seating for 148, SAFRA@CMPB has been carefully designed to create a homely yet vibrant atmosphere. At its core is Cafe4You, offering a wide range of local, Western and Thai dishes – from hearty lunch sets averaging $15–$18, to fuss-free takeaway breakfasts from just $4. With artisanal coffee, fruit teas, and even happy hour promotions, the café promises to become a go-to spot not just for NSFs and their families, but also for MINDEF staff and visitors.

For those seeking privacy or celebrations, the private room provides a versatile setting. With dining for up to 25, a lounge area, karaoke, and even movie screening capabilities, it’s perfect for unit bonding, birthday parties, or post-promotion celebrations. SAFRA members and MINDEF personnel also enjoy exclusive discounts and lower minimum spending requirements.

Strengthening the NS Journey
Beyond the facilities, SAFRA@CMPB represents a deeper vision – one of strengthening bonds and creating positive memories around National Service. Enlistees and their families often spend long hours at CMPB during the enlistment process. From SAFRA Management Committee members to CMPB officers, everyone echoed the same sentiment: that SAFRA@CMPB is a natural extension of SAFRA’s mission to enrich the lives of NSmen and their families.
Even the little details reflected that mission. Guests were treated to a choice of main courses – Thai vermicelli, beef stew, curry fish, chicken biryani, or vegetarian options – and went home with muffins as door gifts. Live music added to the celebratory spirit, ensuring that the official launch felt as welcoming as the new space itself.
