SAFRA@CMPB: Your First Taste of NS Life

The newly-opened café-lounge located at the new CMPB is here to make the start of your NS journey more comfortable and memorable

The Central Manpower Base (CMPB) has been a cornerstone of Singapore’s defence infrastructure since its founding on 1 December 1966, shortly after National Service (NS) was introduced. Originally located at Pearl’s Hill Barracks, CMPB underwent several relocations over the years — moving to Kallang Camp, then Tanglin Barracks (now Dempsey Hill), and later settling at Depot Road for an extended period. It served as the first touchpoint for young Singaporean males entering NS, overseeing enlistment procedures, medical screenings, and administrative formalities.

The new Central Manpower Base (CMPB) at 91 Hillview Link, opposite Cashew MRT station, marks a significant transformation in Singapore’s NS infrastructure. Officially opened in October 2025, this integrated one-stop hub consolidates all NS-related services — from medical screenings and IPPT assessments to NS Fitness Improvement Training (NS FIT) and kit replacements — under one roof. Designed to enhance both operational efficiency and user experience, the facility features smart queue systems, mobile-friendly registration, and upgraded medical equipment at the Medical Classification Centre, streamlining enlistment procedures for pre-enlistees.

Beyond its administrative role, the new CMPB also serves as a community-centric space, offering public amenities such as SAFRA@CMPB Cafe4You, a 700-seat Timbre+ food court, a Cheers convenience store, a childcare centre and outdoor fitness zones including a football field and a sheltered 500m running trail. It also houses the SAF’s second Regional Health Hub, centralising specialist medical and dental services previously spread across multiple locations. This modern facility reflects MINDEF’s commitment to improving the NS experience while fostering greater community engagement and accessibility.

This focus on enhancing the NS journey goes beyond infrastructure and technology — it’s also about creating spaces that make every stage of the experience more welcoming. That vision comes to life through SAFRA@CMPB Cafe4You, which brings a touch of comfort and community into the heart of CMPB, transforming it from a purely administrative hub into a place where NSmen, staff, and families can pause, connect, and recharge.

From Queue to Café: Why SAFRA@CMPB Exists

For years, CMPB was functional but far from a place you’d want to linger. You came, you did what you had to, and you left. For most NSmen, it’s where the National Service journey begins — whether you’re booking your medical check-up, attempting your first IPPT, or collecting that all-important enlistment letter. CMPB has always been about forms, queues, and procedures. SAFRA@CMPB Cafe4You changes that. Built with pre-enlistees, NSFs, NSmen, and CMPB staff in mind, the new café-lounge was designed to provide more than just a pit stop — it’s a space that says, we see you, and we want your experience here to be better. It’s your little corner to enjoy a nice meal, bond and connect with other NSmen over coffee or enjoy some private downtime relaxing from work.

The Look: Calm, Cool, and Instagram-Ready

Forget canteen vibes. SAFRA@CMPB Cafe4You feels more boutique café than military facility. Think colonial-style black-and-white tiles, rattan chairs, leafy greenery, and plenty of natural light — all air-conditioned for maximum comfort. Whether you’re fresh from your IPPT in PT kit or dropping by in casuals, the space welcomes you with booth seating, lounge corners, and a relaxed, social atmosphere.

The Food: Comfort Without the Price Tag

The real draw here is the menu — straightforward, satisfying, and priced with NSFs and students in mind. Expect local classics like nasi lemak and chicken briyani, Western staples such as chicken chop, pastas, and fish & chips, alongside wraps and bowls for the health-conscious. Drinks range from kopi and flat whites to cold beers, while finger food like wings and fries cater to casual hangouts. For SAFRA members, not only do they enjoy discount of 10% off total bill, but they can also look forward to extra perks that include set meals, free drinks, and members-only specials.

The Buzz: Already a Crowd Favourite

After its official launch on 11 September, SAFRA@CMPB Cafe4You has quickly attracted a steady crowd. NSFs drop by before booking in, CMPB staff use it as a lunch venue, nearby residents pop in for weekend brunch, and pre-enlistees often stay after their medical check-ups for a proper meal before heading home. With more special menus and events on the horizon, the café already feels like a comforting community hub.

More Than Just for Pre-Enlistees

SAFRA@CMPB Cafe4You isn’t limited to those starting NS. It’s a venue that serves multiple communities, both military and civilian alike.
